An acceptable environmental, physical, or life science degree will be considered based on assignment by the specific program area. Substitution of a Specific Bachelor's Degree for Experience: A bachelor’s degree in health physics or nuclear engineering may substitute for one year of the required experience in the Division of Radiological Health. Necessary Special Qualifications: Applicants must possess a valid motor vehicle operator’s license at the time of appointment in some positions. Examination Method: Education and Experience, 100%, for Preferred Service positions. Overview Under direction, serves as an Environmental Consultant dealing with issues of considerable difficulty within a division. Performs scientific and technical work of considerable difficulty associated with or related to technical oversight, planning, reviewing, negotiating, coordinating, program and process development and performs related work as required. This is the third level technical consultant in the Environmental Consultant sub‑series. An employee in this class performs professional environmental consultant duties in environmental regulatory, radiological health, natural areas and/or sustainability programs by serving as an Environmental Consultant and technical or regulatory expert addressing issues of considerable difficulty. This classification functions as a technical consultant and subject matter or process expert working within a division dealing with issues of considerable difficulty and may train or lead a large or complex process or project team or function as technical expert for a regional or Statewide program and/or industry section. This classification differs from Environmental Consultant 4 in that an incumbent of the latter functions as a lead over two or more large and complex project or process teams or regional or Statewide programs. The Environmental Consultant 3 differs from Environmental Consultant 2 in that an incumbent of the latter serves as a technical or regulatory lead, may function as a subject matter or process expert, and may train or lead two small work units or project teams. Responsibilities Independently conducts or oversees staff conducting inspections, complaint investigations, environmental surveys, remediation, abatement, closures, compliance monitoring (e.g. sampling and evaluation of the environment, pollutants, and/or ionizing radiation, etc.); and/or investigations of equipment, structures, materials and/or sites/facilities to evaluate levels of pollutants and/or to ensure proper installation, maintenance, and/or operation and determine compliance with environmental laws, regulations, or other standards. Obtains, reviews, and analyzes (or oversees the review and analysis of) technical information (e.g. records, data, operational plans, enforcement action requests, permits, permit applications, reports, reciprocity documents, National Environmental Policy Act (NEPA), licenses, computational modeling, etc.) of considerable difficulty for accuracy and completeness and interprets findings and results (i.e. site inspections, permits, lab results, etc.) to ensure acceptable methodologies are performed and/or are in compliance with established standards. Coordinates and/or leads development and/or review of corrective action for identified problems, and if necessary, initiates enforcement legal action to effect compliance of established standards, laws, rules, regulations, or policies and procedures. Prepares and maintains (or coordinates the preparation and maintenance of) various documents (e.g. permits, reports, equipment specifications, designs, layout, blueprints, evaluations, etc.) and technical analysis of considerable difficulty in a concise and legally defensible manner to ensure Agency’s missions are met and communicates interpretation of findings and results using regulations, policy, etc. to stakeholders. Encourages team development by discussing employment actions for the work group and assisting management and leadership with recruiting, interviewing, and employee selections, as requested; discuss and develop training needs for new and existing staff; providing recommendations for professional development opportunities for team members based upon observations of performance on special projects or assignments; and provide input on employee performance as requested by managers/leadership for consideration during the performance management process. Coaches/trains, develops, and mentors staff on the proper methods and procedures for performing environmental work in order to improve their knowledge or skill for an assigned job task. Develops or assists with the development and review and/or revisions to regulations, technical policies, standard operating procedures (SOPs), administrative policies, etc. to ensure documents are current with local, state, and federal standards and/or procedures; and identifies and provides consultative, technical, or educational information to other environmental staff, stakeholders (e.g. industries, municipalities, counties, individuals, groups, etc.), and/or the public regarding development and/or revisions to regulations, policies, SOPs, etc., as necessary. Maintains, troubleshoots, and calibrates (or trains others in the performance of these tasks) electronic equipment (e.g. radiation detection meter, photo ionization detector, pH meter, GPS, etc.) and mechanical equipment (e.g. ozone monitor, air monitor, laser level, watercraft, etc.) to ensure equipment is operating in accordance with manufacturer's specifications so as to meet the requirements found in state and/or federal regulations. Ensures the malfunctioning equipment is repaired, replaced, or surplused according to state guidelines. Coordinates and leads environmental project management duties for assigned facilities/sites or in areas of expertise, where the project management duties include, but are not limited to, interaction with responsible parties; scheduling work to ensure required project tasks and directives are addressed; review of relevant documents and information (e.g. staff reports, permits, permit applications, and facility/site submitted documentation, etc.) for accuracy and completeness; updating management plans; ensuring annual documents are compiled and submitted each year; leading or participating in technical presentations at public meetings/hearings; and completing any other tasks necessary to ensure division, departmental, and state/federal goals are met. Implements state and/or federal grant loan projects by planning, researching, conducting field work, managing data sets, writing annual reports, and/or scheduling and/or participating in public meetings/hearings or public outreach events. Assures that completed budgets are properly justified and submitted in a timely manner with properly coded expenditures, as warranted.
