Requisition No: 872765; Agency: Environmental Protection; Working Title: ENVIRONMENTAL CONSULTANT - 37010115; Pay Plan: Career Service; Position Number: 37010115; Salary: $54,000.00 - $61,400.04 (Commensurate with experience); Posting Closing Date: 04/13/2026. Position Overview and Responsibilities This advanced highly technical and professional environmental position serves as the Project Manager responsible for multiple high‑profile contaminated sites, including Superfund, state lead hazardous waste cleanup sites, and dry‑cleaning solvent contamination sites. Manages assigned contracts for site assessment and remediation with limited supervision; prepares site‑specific scopes, cost estimates and negotiates with contractors; reviews and approves contractor tasks, change orders, invoices; maintains contract documentation; conducts on‑site inspections. Oversees coordination with U.S. EPA on NPL Superfund sites; provides technical review of documents; evaluates remedial alternatives and selects alternatives consistent with NCP, CERCLA, and state laws; prepares review comments; assists in resolving DEP/EPA issues regarding ARARs, remedy concurrence, deletions, and other NPL related issues. Provides technical assistance to staff, consultants, and public on contamination assessments, hydrogeology, remedial alternatives; participates in technical meetings and enforcement activities; provides guidance to ensure statewide consistency. Assists the Environmental Administrator in coordinating acceptance of sites into state‑led cleanup; coordinates with CERCLA Site Screening, EPA, and district offices. Performs other duties as required. Required Knowledge, Skills and Abilities Knowledge of state and federal laws and regulations relating to hazardous waste/materials management/contaminated site cleanup. Knowledge of state rule‑making policies and procedures, contract management and procurement. Knowledge of hazardous waste site assessment, risk assessment, and remediation. Skill in database management and data analysis. Skill in proofreading and editing technical documents for accuracy. Ability to coordinate, organize and maintain project schedules. Effective oral and written communication skills on technical matters. Ability to travel to hazardous waste cleanup sites. Experience drafting/evaluating complex permits or compliance concerns. Ability to provide guidance and/or training to district or division staff on complex permits or compliance concerns. Minimum Qualifications At least four years of verifiable related experience in engineering, environmental science or a natural science; post‑secondary degrees may substitute for experience on a year‑for‑year basis. Valid Driver’s License. Travel required. Position of Special Trust Requirement This position is a Position of Special Trust in accordance with DEP Directive 422; successful completion of background screening is required. Applicable Job‑Specific License or Certifications Must complete a 40‑hour OSHA safety training course within six months of employment and attend annual refresher courses. Preferred Qualifications Three years of regulatory inspection, compliance, permitting, cleanup or related experience. Pay Annual Salary Range: $54,000.00 - $61,400.04 (Commensurate with experience).
