About the Role

Eagle Hill is proactively seeking qualified candidates to fill potential project roles for our U.S. Customs and Border Protection (CBP) client. These projects will provide strategic, operational, and analytical support to enable CBP offices to modernize operations, enhance workforce programs, and improve mission delivery. Qualified candidates must hold an active CBP Background Investigation (BI) or have held a CBP BI within the last two years.


Projects will span multiple professional service areas, including Program Management, Strategic Communications, Workforce Engagement, Data Analytics, Process Optimization, and Change Management. Applicants must be willing and able to work on client sites within the Washington, DC metro area on a daily basis or as required by the client.

We are seeking consulting professionals across experience levels. Responsibilities may include:
  • Program Management and Project Execution
    Support planning, coordination, and delivery of enterprise-level initiatives; develop project schedules, charters, and deliverables; monitor progress and risk mitigation.
  • Strategic Communications and Workforce Engagement
    Develop and deliver clear, consistent messaging across diverse audiences; manage internal communications, campaigns, and engagement strategies.
  • Change Management and Organizational Transformation
    Design and execute change management plans to support adoption of new processes, technologies, and organizational structures.
  • Process Optimization and Operational Improvement
    Analyze workflows, identify inefficiencies, and recommend solutions to streamline operations and improve performance.
  • Data Analytics and Performance Management
    Gather, analyze, and visualize data to inform decisions, track progress, and measure outcomes across CBP's enterprise programs.
  • Governance, Strategic Planning, and Policy Support
    Support strategy development, policy alignment, and governance structures to promote transparency, accountability, and continuous improvement.
Roles may range from hands-on analyst positions to senior advisory and leadership roles, depending on experience and contract requirements.

Any offer of employment would be contingent upon award of project work commensurate with the applicant's skills and experience.

Required
  • A minimum of 3 years of paid work experience and a Bachelor's degree. More senior roles may require additional experience and education based on contract requirements
  • Demonstrated experience in one or more of the functional areas listed above
  • Eligibility to obtain and maintain a US Public Trust
  • Hold an active CBP BI or have previously held a CBP BI within the last 2 years
  • Excellent communication, facilitation, and presentation skills across all levels of an organization
  • Exceptional stakeholder engagement skills and experience
  • Proficient in MS Office, including Outlook, Excel, and PowerPoint
  • Technical aptitude; able to quickly learn new technology platforms
  • More senior roles require strong managerial and team leadership skills, as well as business development experience
  • Project management experience, as well as strong problem solving and analytical skills
  • Ability to work independently, as well as be a collaborative team player
  • Ability to successfully complete and retain any company, federal, or other background investigations required to perform client work
  • Some roles may require specific certifications (e.g., Prosci, PMP)

Compensation : A reasonable expectation for a starting salary range is: $72,000 - $130,000. This range is based on the Washington, DC Metro area and varies based on geographic residence. Specific salary range will be based experience, location, and the level at which an applicant is hired.

Benefits : Eagle Hill employees are eligible to participate in 100% employer-paid Medical, Dental and Vision plans, as well as in our 401(k) and commuter benefit programs. Employees are subject to the terms, conditions, and limitations of each benefit program and the applicable plan documents.
